Come consulente esperto nella lotta alla droga arriva dall’America a Londra John Harris: deve affiancare uno speciale reparto di Scotland Yard, poiché nella capitale britannica i problemi non sono molto diversi da quelli di Los Angeles. La situazione è però forse più grave da affrontare, dato che traffici ed affari loschi sono in genere gestiti da bande di giovani, capeggiati da criminali di poco più grandi di loro, tanto che i vecchi boss si sono in larghissima misura ritirati e, anzi, ai poliziotti chiedono protezione. Harris si informa, consulta dossier e comincia a muoversi frequentando non solo locali sordidi, ma anche discoteche, per avvicinare i teppisti che hanno una caratteristica in comune: sparano e uccidono per un nonnulla. Nella zona in cui Harris opera, due sono i capi emergenti e arroganti: Edward Foster e Richard Donnelly, aiutati da vari scagnozzi. A un certo Christian O’ Neill – un giovane in cerca di guai – viene barbaramente ucciso il padre, che si è appena risposato. Christian si vuole vendicare, e d’altra parte si è preso una giovane di colore (già fidanzata con un amico spacciatore) e l’idea di fuggire con lei verso altri lidi lo attira molto. Tra risse e cadaveri, Harris si avvale di Christian, il quale riesce a fare incastrare dalla Polizia un tizio della banda di Foster. Anche se per costui il tradimento dello spione è insopportabile, ormai le forze dell’ordine lo hanno individuato. Poi altri “cattivi” vengono eliminati uno dei quali ucciso perfino da un anziano boss, che i “nuovi” criminali hanno fatto aggredire in casa propria da due balordi. Harris, dopo aver svolto il suo lavoro, prende l’aereo per ritornare in America: farà pure una tappa a New York per rivedere i figli che ama e la moglie, da cui è separato suo malgrado.
